China has held off on imposing additional rare earth export controls as the US-China one-year trade truce, agreed at the October 2025 APEC summit, continues to hold. Analysts warn the truce is a strategic pause rather than a fundamental resolution, with risks of renewed trade friction if no lasting deal is reached before the end of 2026.
As the China-US trade truce agreement continues to take effect, China has deferred implementing additional export restrictions on rare earth minerals. Both countries reached a one-year trade truce agreement during the APEC summit in October of last year, mutually agreeing to reduce tariffs and suspending new export control measures.
Under the agreement, China committed to delaying the implementation of export controls on five additional rare earth elements, giving US businesses more time to increase their rare earth stockpiles.
At the same time, the United States agreed to reduce the comprehensive tariff rate on Chinese goods from 41 percent to 31 percent, with the suspension of additional tariffs remaining valid through November 2026.
Rare earth elements are indispensable in the manufacturing of chips, electric vehicles, and national defense equipment. China controls the vast majority of the global rare earth supply.
Analysts point out that this trade truce represents a strategic temporary reprieve rather than a fundamental resolution of deep-seated structural contradictions between both sides, which remain unresolved.
Market observers have indicated that if the two countries cannot reach a more durable agreement before year-end, the risk of escalating trade friction will rise again.
