China & WorldChina National People Congress Approves 15th Five-Year Plan with Technology Self-Reliance as Top Priority
China National People Congress approved the 15th Five-Year Plan on March 12 covering 2026 to 2030, designating semiconductors, AI, and quantum computing as core strategic industries and targeting a 12.5 percent digital economy share of GDP by 2030.
China's National People Congress formally approved the 15th Five-Year Plan outline on March 12 in Beijing, covering 2026 to 2030.
This plan designates semiconductors, artificial intelligence, quantum computing, and robotics technology as national core strategic industries.
6G communications, brain-computer interfaces, and hydrogen energy technology are included in the 'future industries' category and will receive earmarked fiscal support.
Beijing pledges to increase the science and technology budget by 10 percent annually, with R&D investment annual growth target set at 7 percent and above.
In terms of digital economy, the plan requires that by 2030, digital economy added value accounts for 12.5 percent of GDP.
Notably, this plan deleted the 70 percent chip self-sufficiency target from the 'Made in China 2025' initiative, instead using 'digital infrastructure penetration depth' as a new standard for measuring science and technology effectiveness.
Beijing will also comprehensively advance the 'AI Plus' plan, aimed at promoting deep penetration of artificial intelligence into manufacturing, healthcare, and urbanization sectors.
Analysts pointed out that this plan marks Beijing's technology strategy shifting from pursuing production capacity and volume to leading digital infrastructure and deep integration with the real economy.
