Ukraine President Zelenskyy conducted diplomatic visits to Saudi Arabia, Qatar, and the UAE from March 27 to 29, respectively signing 10-year national defense cooperation agreements with the three countries. According to the agreement, Ukraine will provide the aforementioned Gulf states with comprehensive air defense systems, covering maritime drones, electronic warfare systems and missile interception technology to respond to persistent threats from Iranian drones. Zelenskyy stated that Ukraine adopted a systematic cooperation approach, providing not only interceptors but also defensive positions, software and electronic warfare systems. Currently, 228 Ukrainian experts have been deployed to Jordan, Kuwait, Qatar, Saudi Arabia, and the UAE to assist local forces in dealing with drone attacks. As reciprocal benefit, Ukraine seeks to obtain more expensive air defense missiles used by Gulf states to defend against almost daily Russian missile strikes against Ukrainian territory. This diplomatic visit is regarded as a historic turning point in Ukraine-Gulf state relations, with both sides shifting from purely humanitarian aid to substantive strategic security cooperation. After returning to Kyiv, Zelenskyy stated that currently they have not yet received any signal from the United States possibly cutting military aid to Ukraine. Analysts pointed out that since Iran launched drone attacks against Gulf states and Russia explicitly supported Iran's position, Saudi Arabia is gradually recalibrating its policy toward Ukraine.
