China enacted the most comprehensive technology transfer regulations in its history on June 11, 2026, granting the government explicit legal authority to restrict foreign nations that limit Chinese technology investments and impose retaliatory measures.

The Chinese government has recently promulgated the most comprehensive technology transfer control regulations in its history. The regulations took effect on July 1, marking a significant policy shift in China technology export controls.

The new regulations grant the Chinese government explicit legal authority to take retaliatory measures against nations that obstruct Chinese enterprises overseas investment. Unlike previous ad hoc responses, this regulatory authority is prospective in nature—the government can now take preemptive action against potential technology restrictions.

China previously compelled the founders of artificial intelligence company Manus to terminate their acquisition agreement with Meta, demonstrating the government resolve. Industry analysts believe that the new policy provides China with stronger negotiating leverage and strategic initiative.
