China National Development and Reform Commission is finalizing a blueprint for nationwide AI data center construction requiring local suppliers to provide at least 80 percent of core technology and chips. Major domestic enterprises including Huawei will become primary chip suppliers, effectively excluding Nvidia and AMD from the market. The blueprint plans to connect scattered computing facilities into one unified network by 2028. State enterprises including China Mobile and China Telecom will operate the majority of data centers. This initiative aims to accelerate development of the AI industry while reducing China dependence on US semiconductors through mandatory domestic content requirements.
